BBBA Competition Guidelines
These competition guidelines have been created for he Byron Bay Basketball Association enhance the experience and development of the Association (its players, referees, game officials and spectators), to optimise fairness in all association competitions, and to promote the sport of basketball in the local area.
Competitors and Officials
- All competitors, officials, coaches and supporters of the Association agree to follow the guidelines set out here and agree to only deviate from the guidelines with the explicit permission of the relevant competition committee
- All competitors acknowledge that whilst Byron Bay Basketball Association seeks to make the playing of basketball a safe sporting experience, there are risks associated with any team sport and/or physical activity. Such risks can result in injury. While the association seeks to minimise the possibility of injury it cannot guarantee injury prevention.
- Competitors, coaches and officials are encouraged to reach agreement on matters relating to the conducting of matches and the creation of teams to optimise the experience of players involved. With this in mind, the committee/board will not unreasonably refuse teams, coaches and officials the right to temporarily suspend normal guidelines and create special rules for a match if all players, coaches and officials involved unanimously agree.
The Association currently conducts the following competitions:
- Winter and summer competitions for both juniors and seniors.
- The junior summer competition will run from term 4 through to the end of term 1; NB: The competition you join in term 4 will be the competition you remain in for term 1 of the following calendar year e.g. if you play in the Primary School Competition in 2015 and enter high school in 2016 you remain in the Primary School Competition until term 2 (commencement of the winter competiton).
- A Grade Men – A competition for experienced players normally requiring at least moderate skill and fitness levels. Players under the age of 16 would not normally be considered eligible for this league.
- B Grade Men – A competition for experienced and novice players requiring minimal skill and moderate fitness levels. Players under the age of 15 would not normally be considered eligible for this league.
- B Grade teams may have one (1) player from the A Grade competition per team, unless the Board/Competition committee approves an additional player.
- Senior Women – A competition for experienced and novice players requiring minimal skill and moderate fitness levels. This competition is generally suitable for anyone over the age of 15.
- Senior High School Boys – A competition for experienced and novice players requiring minimal skill and moderate fitness levels. This competition is targeted towards young men 15 to 18 years old (high school years 10 to 12), though experienced players from younger ages could consider involvement pending consultation with the competition committee.
- Junior High School Boys – A competition for experienced and novice players requiring minimal skill and moderate fitness levels targeted towards boys 12 to 15 years old (high school years 7 to 9), though strong and experienced players from younger ages could consider involvement pending consultation with the competition committee.
- Wednesday Competition – years 7, 8 and 9.
- Saturday/Monday Competition – years 7 and 8.
- Size 7 balls are used for boys’ high school competitions.
- High School Girls – A competition for experienced and novice players requiring minimal skill and moderate fitness levels targeted towards girls/young ladies 12 to 16 years old.
- Primary School Boys – A competition for experienced and novice players requiring minimal skill and moderate fitness levels. This competition is open to primary school boys 8 to 12 years old (school years 4-6). The focus for this competition is on developing sound basic skills to enable players to both progress in the sport and to have fun doing so.
- Size 6 balls are used for Primary Competitions.
- Primary School Girls – A competition for experienced and novice players requiring minimal skill and moderate fitness levels. This competition is open to primary school girls 8 to 12 years old (school years 4-6). The focus for this competition is on developing sound basic skills to enable young players to progress in the sport and to have fun doing so.
- Teams will be provisionally accepted into competitions following submission of the BBBA competition team nomination form.
- Game fees are due by the third (3rd) week of competition. Players who have not paid their game fees will not be able to take the court after this time.
- A team must nominate at least six (6) players before it will be accepted into a competition.
- No more than ten (10) players are allowed per team.
- All nominated players in a team must be registered with Basketball NSW and affiliated with BBBA.
- Teams may continue to add registered players to their roster at any time after the acceptance of the team into competition.
- To be eligible to play in a final series any team player must have played in at least three (3) of their team’s regular season games.
- Players may nominate to play for only one team in any particular competition. However, if a player wishes to change teams prior to the midway point in the season they may. Teams that use players who are nominated for another team without the permission of the competition committee/Board are liable to forfeit competition points for any match where such guidelines were not followed. On special occasions where all stakeholders unanimously agree that this guideline may be temporarily set aside, the Board will not unreasonably invoke forfeiting competition points against a team e.g. in the case of a serious mismatch or blow-out score a team may offer to loan a player to the other team.
Uniforms and Court Appearance
- Teams must submit intended playing colours to the competition committee for approval at the time of team nomination.
- All players will be allowed three (3) weeks from commencement of competition to secure correct team uniforms.
- All players should be correctly uniformed for each game. If a player is in breach of the uniform code in the view of the court officials they may award the offending player’s team’s opponents two (2) points per offending player at the start of the game. This will be capped at ten match points and must be enforced prior to the game commencing.
- All uniforms should be clearly numbered front and back (with numbers contrasting in colour to uniform).
- While teams are not required to have ‘team’ shorts they are encouraged to wear shorts the same colour as their singlets, or designate light or dark shorts.
- Court officials have the right to disqualify any player who they deem to be wearing a uniform that is potentially hazardous to other players or to the player themselves e.g. shorts with loops and toggles or protruding pockets.
- While players are not required to wear specific basketball shoes, court officials at their discretion may disqualify players wearing unsuitable/unsafe shoes.
- Long fingernails (natural or acrylic) are not permitted. Court officials are to inspect players’ fingernails before tip off.
- Plaiting and hair accessories are not allowed. Braiding may be acceptable at the discretion of court officials.
- Jewellery is not allowed. Piercings that are not removable may be taped at the discretion of court officials. Simple wedding bands may also be taped.
- If all of the stakeholders (players, officials, coaches etc.) involved in a particular game agree, one or more of the uniform guidelines may be temporarily suspended if the circumstances justify it.
- Teams should be ready for tip off at the advertised starting time. Court officials should request the bench to start the game clock at the official starting time.
- If one team is ready and the other team is not, the game clock will start and the offending team’s opponents will be awarded two (2) points for each minute the game is delayed. It is at the discretion of the opposing team coach to accept the points or not.
- After ten (10) minutes delay the referee will award the match win to the team that is ready to play if the offending team is still unable to take the court. This would constitute a forfeit by the offending team.
- A team may not take the court to play with any less than four (4) uniformed players. Having less than four (4) players at the commencement of the 2nd quarter would constitute a forfeit.
- Additional team players may substitute into the game on arrival if their name and number have already been recorded on the game score sheet. Players whose names have not been previously recorded must wait for a break in play, to have their name recorded and substitute into play.
- Teams will be given three (3) minutes warm up prior to the commencement of games. If games are running late this may be reduced to 2 minutes.
- All competition games will be played over four ten (10) minute quarters. Quarter and three quarter time breaks will be for one (1) minute. Half time break will be three (3) minutes. Half time breaks may be shortened to two (2) minutes if games are running behind.
- Team coaches or captains may call one (1) time-out of one (1) minute per quarter per team.
- The game clock will not stop for violations, game stoppages, time-outs or injuries, except for the last minute of the fourth quarter, which will be fully timed if the score is within 8 points or less (senior competitions only).
- No time-outs may be called in the last two (2) minutes of every quarter.
Finals (senior competitions)
- In senior competition finals the clock will stop for all called time-outs (1 minute).
- Games will be fully timed during the last 2 minutes of the final quarter and overtime periods if the score is within 8 points or less.
- In the event of a draw five (5) minutes of extra time will be played.
Finals (junior competitions)
- In junior competitions finals the clock will stop for all called time-outs (1 minute).
- Games will be fully timed during the last two (2) minutes of the final quarter and overtime periods if the score is within 8 points or less for the high school competitions.
- The clock will not stop during primary school competitions except for time outs, or at the referees discretion e.g. due to deliberate time wasting e.g. feigning injury, throwing the ball away.
All competition points will be awarded on the following basis…
- Win – three (3) competition points
- Draw – two (2) competition points
- Loss – one (1) competition point
- Forfeit – zero (0) competition points
- The BBBA Board and competition committee will determine the appropriate competition final series format approximately three (3) weeks before the scheduled conclusion of the competition.
- Under normal circumstances semi-finalists or grand finalists (where it is determined that there should be no semi-finals) will be determined by competition points.
- In cases where two teams lie even on the competition table the team with the most successful win-loss record against the other for the competition regular season will be determined as the team to progress. In cases where the win – loss record between the teams is equal then the team’s point difference (points for and against totals) will be tallied for the games where the teams played against each other in the regular season and the team with the superior record would progress.
- As indicated in Teams’ Nominations Guideline 8, to qualify to play in a final series a player must have participated in at least three (3) of the team’s regular season games. Under special circumstances the committee may choose to suspend this guideline.
- If a team is unable to take up their spot as a finalist or semi-finalist for any reason the team that sat immediately below that team on the competition table will take their place in the final series.
- Safe dunking is permitted at any time.
- Any dunking that involves grasping of the ring, hanging from the ring or is thought by a club official or court official to put the ring, backboard or supports at risk is not permitted before or during a game. It is recognised that grabbing the ring may be required to avoid injury at some times.
- Court officials will immediately stop a game if a player is identified to be bleeding. That player should be immediately substituted for treatment and will not be allowed back into the game until they can show the bleeding has stopped.
- Teams may protest the result of a game. If a written submission is received by the competition committee within 24 hours of the game and the submission clearly sets out good reasons for their complaint the committee will not unreasonably refuse to give the appeal a hearing. Appeals should not be made on the basis of disagreement with a referee’s call.
- Primary Boys and Primary Girls
- Court officials may carry out their role less formally than they would with more senior competitions and may be more lenient with their calling of violations at their discretion. The on court officials will attempt to optimise each player’s and each team’s developmental opportunities as well as mentor them in terms of developing sportsmanship and leadership.
- In line with Basketball NSW’s mission to teach young basketballers effective individual defensive skills, upon a coach’s request court officials may discourage teams and players from taking up zone-based defensive assignments. While not intended to limit defensive strategy and effectiveness, the ability to play a ‘man to man’ defence is recognised as a fundamental aspect of the game.
- High School Girls
- Given that there are no separate Junior and Senior High School Girls competitions and that all girls of high school age are mixed together, where the committee/board believes that the acceptance of the nomination of a particular team might challenge their duty of care to all players the committee reserves the right to encourage players from that team to split up and take up roles in other teams. The committee would not prevent older girls from competing in the High School Girls’ competition but it may request older experienced players to consider the nature of this competition and consider whether, if they wish to play together as a team, they would not find more suitable competition in the Senior Women’s competition. Older, experienced girls are encouraged to play on in the High School Girls League but they may play a more productive role if they choose to join teams with younger players.
- The ‘Mercy’ Rule
In the event of a significant mismatch and blowout score, officials and coaches from both teams may agree to adopt special rules to enable all players to better enjoy their experience of the match. While these guidelines do not seek to propose a specific set of ‘mercy rules’ some of the following modifications could be applied to assist with the better flow of the game.
- Defending players of the leading team only permitted to match-up in defence in the other team’s frontcourt.
- The leading team’s coach might consider using his bench players for the majority of the remainder of the match.
- The leading team may consider swapping a number of players with the other team.
- Minimising use of tactics that decrease the opposition’s ability to have possession of the ball e.g. presses and traps.
The decision to invoke ‘mercy’ rules would not constitute a forfeit and competition points would be awarded on that basis.
‘Mercy’ rules can be invoked in any competition with the agreement of all stakeholders involved.
- Parents, players or supporters of any team that is suffering significantly from lack of coaching support should contact a competition committee member immediately. It may be possible to appoint an individual to help with coaching either temporarily or permanently. The committee may also be able to assist a struggling team with extra members who may be able to play a mentoring as well as playing role within the team. The committee will take all steps possible to help struggling teams with player and team development.
- The BBBA Board and competition committee create all competition guidelines. Any association player, coach, official, parent or supporter may, and are encouraged to, make suggestions to the Board and competition committee in relation to guidelines but the BBBA Board/competition committee will be responsible for final determination on all competition matters.
- The BBBA Board/competition committee may modify guidelines from competition to competition if such changes are determined to be in the best interest of the association. Any changes to guidelines will be documented and competition participants notified.
- The BBBA Board will determine the competitions the association is able to run each season and will determine the criteria enabling players and teams to participate in a particular competition. In the interest of player and competition development the Board may allow temporary variations to any competition criteria.

BBBA was incorporated last year at its Annual General Meeting. The second AGM of the members of the Association was held Thursday 16th July. Fourteen people attended and the meeting minutes will soon be able to found on BBBA website along with the annual report and the Profit and Loss statement.
Stephen Eakin and Lyn McCormick were reelected as Directors of the Board joining once again Nash Campbell, Dawn Ashdown and Tim Gotterson. The latter 3 members of the Board will step down next year to enable new nominations from the membership. These 3 members will be eligible to nominate once again. Board members are elected for 2 years apart from the inaugural year when two serve one year only. This ensures that there is the opportunity for members of the Association to step in bringing new ideas and new energy.
The meeting was short and informative. It was followed by an informal discussion covering a number of aspects of the Association. The Development and Marketing Committee became functional with Bret Madden and Samara Carney volunteering and they would welcome other members joining their efforts. The Funding, Sponsorship and Grants Committee now has Matt Ogle, Edith Benko, Brett Madden joining Jenny Ogle. Ben Hills proposed a working relationship between BBBA and Summerland Credit Union. This proposal will now be discussed within this group. Thank you Ben.
Once again thank you to all the members of committees who work hard with so much passion for basketball and its growth in the Shire and beyond. Each committee has designated roles and tasks and the members work in their areas of interest and expertise. Please consider which one you could join.
I say thank you again to the Board members Dawn, Stephen , Nash and Tim , who have worked well together in the past year, in their areas of expertise to promote the growth of BBBA for the benefit of members and their children.
